I only just noticed that to have a mount, of any sort requires us to pass our test. Here in is the problem. The only examples you gave where magical creatures. However you refer to all mountable animals.
You said it makes sense that a Pet sized animal would cost less than a Mount. I can deal with that. But it also makes sense that a mundane non-magical mount, like a horse, would cost less than a magical one, like a Pegasus.
Here is my suggestion. keep the amount of gold needed to acquire the mount the same, and require the test only for the Magical mounts. in essence the Magical mount would cost more than the mundane.
(Note: I am not asking for this for my own benefit. I plan to Get a magical mount (1500 G + test) and a familiar (375 G) and in the 200 posts [3000 G] that I will need for the test, I will be able to afford exactly what I want anyway, including one magical item.)

1) It never refers to all mountable animals.
2) All examples were magical because it only refers to magical pets and mounts.
3) Your request is invalid because mounts don't even have a price to keep constant, not to mention the only test requirement in there to begin with is on magical mounts, so the other part of your request is already in effect.
